This endpoint will create a finance agreement PDF with a stamped e-signature
using the most current application data and retain a permanent copy on the server.

The finance agreement can only be signed once per application, and all subsequent changes
must be handled by creating an addendum.

The application must have the minimum required fields for signature filled out.
