This endpoint will create an application and submit it for an underwriting
decision. Once the underwriting process is complete, an application
response will be returned with either an approved or declined status.
The application must have the minimum required fields for underwriting filled out.
Underwriting is only supported for providers with an underwriting workflow enabled.
